Curriculum Progress Tools (LPF and PaCT)

The Curriculum Progress Tools include the Learning Progression Frameworks (LPF) and the Progress and Consistency Tool (PaCT).

Together, the two tools support progress in reading, writing, and mathematics. The LPFs support teachers to understand student progress, and PaCT provides a way to track this progress. The Learning Progression Frameworks illustrate the significant steps that learners take as they develop their expertise in reading, writing, and mathematics from years 1 to 10. The frameworks underpin the Progress and Consistency Tool (PaCT) to enable those working with students to understand, track and respond to individual student progress and achievement against the New Zealand curriculum.

The website resources include:

  • screencasts that show how to use the tools
  • videos and case studies that describe the experiences of schools who have been using the tools for a while
  • PLD activities to help teachers develop their understanding of how the tools can be used in practice. 

The Learning Progression Frameworks (LPF)

The Learning Progression Frameworks (LPF) are an online tool that illustrates the significant steps that students take as they develop their expertise in reading, writing and mathematics from years 1–10, spanning levels 1–5 of the New Zealand curriculum.

The LPF builds on The New Zealand Curriculum, and it underpins the Progress and Consistency Tool (PaCT) for years 1–10 (curriculum levels 1–5), creating a powerful toolbox for planning and assessing progress.

Teachers can also use the frameworks to plan programmes that provide learning opportunities that will enable their students to succeed at secondary school and beyond. The inclusion of curriculum level 5 means it can bridge the gap between primary and secondary schools to more effectively support a learner pathway. Teachers of students in years 9 and 10 can use the frameworks to identify students’ reading, writing, and mathematics knowledge, skills and attitudes. 

The frameworks:

  • prompt teachers to notice what students know and can do across the breadth of mathematics and as they use their reading and writing to support their learning in different areas of the curriculum
  • support teachers to understand how students develop their expertise in reading, writing, and mathematics
  • assist teachers to identify the reading, writing, and mathematics demands of the programmes they provide for students
  • clarify the reading, writing, and mathematics competencies students require in order to be successful in a technology- and information-rich society
  • illustrate rich teaching and learning activities in everyday classroom programmes
  • support schools to plan coherent learning pathways for students transitioning across school contexts.

Learning progressions app

The Learning Progression Frameworks (LPF) app will help you use the learning progressions frameworks to support teaching and learning. It allows you to browse the frameworks and illustrations anywhere, anytime and make notes to help you in your work.

The LPF app is available for Apple from the App store by searching for "learning progressions".

Progress and Consistency Tool (PaCT)

The Progress and Consistency Tool (PaCT), which includes the Learning Progression Frameworks (LPF), enables those working with students to understand, track and respond to individual student progress and achievement against The New Zealand Curriculum. It enables teachers to focus on individual progress against the curriculum and provide students with early, responsive support.

Demo site

The Ministry of Education has released a PaCT demo site - a reproduction of the live version of the PaCT with mock student information. The demo site allows parents, schools/kura, Kāhuia Ako, and those that work with schools to navigate around the tool to see how it works.

When using the tool, users will see the benefits of the Learning Progression Frameworks (LPF) that illustrate the significant steps students need to take as they develop their expertise in reading, writing and mathematics from years 1–10. The Learning Progression Frameworks provide examples of students' work to illustrate the steps students need to take to develop their knowledge and skills.
